According to the statement, the "water ten plan" will be put into effect, with strong supervision on sewage treatment, industrial wastewater and comprehensive control of pollutant discharge. The ministry of environmental protection will introduce supporting measures, assessment methods and detailed implementation rules, implement an action plan for preventing and controlling water pollution, strengthen control of river, lake and sea water pollution, water pollution sources and non-point agricultural sources, and exercise supervision over the whole process from water source to faucet.


Compared with the air pollution, which has received enough attention, water and soil pollution are more worthy of attention in terms of long-term harm and difficulty in treatment, the person said. A local environmental protection official revealed that all provinces (autonomous regions and municipalities) are urgently working out plans to prevent and control water pollution, and six of the ten targets and tasks set out in the plan for 2016 should be fulfilled. Among them, nanjing city has started the preparation of the water pollution prevention and control action plan centering on the "water ten plans" of the State Council, which is expected to be released in the near future. There will be 100 specific work classification promotion plans, including radical treatment of industrial wastewater pollution, elimination of backward production capacity, comprehensive development of industrial wastewater compliance action plan and so on.


In order to better solve the problem of water pollution in China, the ministry of environmental protection will also issue a "ranking method for the quality of urban surface water", publishing a list of the 10 cities with the best and worst water quality every year, continuing to carry out surveys and assessments on the environmental conditions of centralized drinking water sources in cities, and promoting the standardization of drinking water sources. In addition, in 2016, the ministry of environmental protection and the Ministry of Housing and Urban-Rural Development will set up an information platform for the management of black and smelly water bodies, publish the information of national black and smelly water bodies every six months, and urge cities at the prefectural level or above to publish the names of black and smelly water bodies, their responsible persons and the deadline for meeting the standards. Behind the heavy treatment is the increasingly serious situation of water pollution in China. Statistics from the ministry of supervision show that China has seen a high incidence of water pollution incidents in the past 10 years, with more than 1,700 incidents occurring each year in recent years. About 140 million people in cities and towns were affected by unsafe drinking water supplies.


Recent data released by the Ministry of Water Resources also shows that 11% of water sources in China's reservoirs are below the standard, about 70% of water sources in lakes are below the standard, and about 60% of groundwater sources are below the standard.


According to the 2013 China bulletin on the state of the environment, surface water in China is generally mildly polluted, with about 60 percent of the 4,778 groundwater monitoring sites in China having poor or extremely poor water quality. Of the 31 large freshwater lakes, 17 were moderately or mildly polluted.


Ma jun, director of the institute of public and environmental affairs, told economic information daily that pollution in water sources has been widespread in recent years, mostly caused by illegal emissions from polluting companies. Once the water source is polluted, it will be added layer upon layer in the subsequent treatment process, thus forming more harmful substances and creating a vicious circle.


"On the one hand, many local governments only care about economic development, but ignore the protection and safety of water sources. On the other hand, China's environmental regulation is not strict enough, and the cost of breaking the law is very low. Many enterprises would rather pay a fine than make efforts in environmental protection. Mr. Ma said.


The safety of drinking water for our citizens is no better. According to the ministry of environmental protection, residential areas with 250 million residents are close to major polluters and major highways, and 280 million people use unsafe drinking water.


Fu tao, director of the water policy research center at tsinghua university, told economic information daily that with the development of China's economy, industrial wastes and agricultural chemicals have been discharged in large quantities, causing serious pollution of water resources. Under the constraints of the decrease of water quality in the water source area, the treatment technology of the water plant and the aging of the pipe network facilities, the quality of water produced by the water plant meets the testing standards, which does not mean that the residents can drink safe water.
